Storm surge is the abnormal rise of seawater a hurricane pushes onto the coast, over and above the normal tide. The storm’s wind physically piles the ocean up and drives it inland; low pressure at the center lifts it a little more. It has nothing to do with the rain falling from the sky; it is the sea itself leaving its bed.
Two terms worth keeping straight: storm surge is the water rise caused by the storm alone. Storm tide is surge plus the normal astronomical tide: the total water level you actually get. A 12-foot surge arriving at high tide is far worse than the same surge at low tide. Surge is measured in feet above ground level where it comes ashore, which is why a number like "15 feet" can mean water to the second story.
Surge does not need a strong category to be deadly. A large, slow, "wet" storm can shove more water than a small, intense one; the size of the wind field and the shape of the coastline matter as much as the peak wind. Shallow, gently sloping coasts like Florida’s Big Bend and the northern Gulf funnel and amplify surge; that geography is why the same wind produces very different water in different places.
The National Hurricane Center forecasts surge with a computer model called SLOSH: Sea, Lake and Overland Surges from Hurricanes. SLOSH takes a storm’s track, size, and intensity and simulates how the water will pile up against the specific coastline, bays, and rivers, block by block. Because a forecast track is never exact, NHC runs SLOSH thousands of times across a spread of possible tracks and combines the results into a reasonable worst-case: the map is built to answer "how high could it plausibly get here," not a single best guess.
That output becomes three products you should know by name:
The surge map shows feet of water above ground, not water depth offshore. If your area shades into the "greater than 6 ft" band, that is 6+ feet moving through your neighborhood: an evacuation number, not a stay-and-watch one.
The SLOSH map, tide gauges, and high-water marks become evidence after the storm. They help prove how high the water got at your address: the exact fact the surge-vs-flood fight turns on.
Here is the fact that surprises most coastal homeowners after their first storm: storm surge is excluded from every standard homeowners policy. It does not matter that the hurricane’s wind pushed the water in; the policy’s water-damage exclusion removes flood and surge no matter what drove it. Rising water is covered only by a separate flood policy, written through the National Flood Insurance Program (NFIP) or a private flood insurer.

On the coast, one hurricane hits a house with both perils at once: wind from above, water from below, and the two are insured by two different policies, often two different companies. That sets up the defining coastal dispute: each carrier has an incentive to blame the other peril. The wind carrier calls the damage surge; the flood carrier calls it wind. A house scoured to its slab is the hardest version, because the evidence of which force did what may have washed away with the structure.
